PURPOSE OF NOTICE: To announce an informational public meeting regarding an application to modify an existing permit that allows the land application of biosolids and water treatment plant residuals in King and Queen County. PUBLIC MEETING: Monday, September 28, 2026, at 6:00 pm – at the Lawson-Marriot Elementary School Cafeteria, located at 1599 Newtown Rd, St. Stephens Church, Virginia 23148. PURPOSE OF PUBLIC MEETING: For the Virginia Department of Environmental Quality (DEQ) to exchange information with the interested public on technical issues related to the proposed permit modification such as:site-specific information that DEQ may consider when drafting the permit modification; the standard content of permits; and how the public can provide comment on a draft permit modification. PERMIT NUMBER AND NAME: VPA00834 – Synagro Central LLC – King and Queen County issued by the DEQ under the authority of the State Water Control Board. NAME AND ADDRESS OF APPLICANT: Synagro Central LLC, 1681 Tappahannock Blvd, Tappahannock, VA 22560. PROJECT DESCRIPTION AND LOCATION: Synagro Central LLC has submitted an application to modify their existing permit to add 2,999.4 acres of new agricultural and silvicultural land in King and Queen County. The permit authorizes the land application of biosolids and water treatment plant residuals as fertilizer to specific sites in King and Queen County and limits the application of nutrients, metals, and pathogens contained in these materials to amounts that protect water quality and human health. Based on comments received on the draft permit, DEQ may make a final decision on the permit, or hold a public hearing on the draft permit.
