Certified Payroll Reporting Work Group (HB 569/SB 518)

The Commissioner of Labor and Industry is convening a Certified Payroll Work Group as required by legislation enacted during the 2026 General Assembly Session (House Bill 569 / Senate Bill 518). The purpose of this work group is to examine the feasibility of establishing a certified payroll reporting portal and database for employers to submit payroll records required under Virginia’s prevailing wage law for public works contracts. The work group will consider potential requirements and an implementation timeline and provide recommendations regarding notice and reporting requirements, submission frequency, submission format, employer implementation feasibility, payroll record submission efficiency, and integration with common employer payroll software. The Commissioner will submit a report of the work group’s findings to the Governor and General Assembly no later than July 1, 2027.
Members of the public will have an opportunity to comment at the end of the meeting.
