PURPOSE OF NOTICE: To announce a public hearing on the Department of Environmental Quality’s Summary of Comments for a “controversial” permit in accordance with § 10.1-1184.1 of the Code of Virginia. PUBLIC HEARING: Caroline County High School Auditorium, 19155 Rogers Clark Blvd, Milford, VA 22514 on November 6, 2025, from 6:30 p.m. and will end when public comment is complete or 9:00 p.m., whichever is earlier. PURPOSE OF HEARING: To obtain input on the Department’s Summary of Comments from individuals who previously commented, either in person at the draft permit public hearings or in writing during the public comment periods. No new information will be accepted at the hearing. Only comments regarding the Department’s Summary of Comments will be accepted. PERMIT NAME: Virginia Water Protection Permit issued by DEQ pursuant to applicable water laws and regulations; Caroline County Rappahannock River Water Supply Project APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Caroline County Public Utilities; P.O. Box 424, Bowling Green, VA 22427; VWP Permit No. 20-0514 HOW TO COMMENT: DEQ accepts written and oral comments at public hearings. To make a statement at a public hearing regarding the Department’s summary of comments document, write your name on a sign-in sheet available at the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer. Written comments must include: 1) The name, mailing address, and/or email address of the person commenting. 2) A brief, informal statement on how the DEQ summary of comments affects the person commenting. The public may review the Department’s summary of public comments on the Virginia Regulatory Town Hall, the DEQ website at Public Notices for Water Withdrawal (https://www.deq.virginia.gov/permits/public-notices/water/water-withdrawal), or at the DEQ office named below.
