To announce a public hearing hosted by the Department of Environmental Quality (DEQ) for a “controversial” permit in accordance with § 10.1-1184.1 of the Code of Virginia.

Rockbridge County High School Auditorium at 143 Greenhouse Rd, Lexington, VA 24450 on April 23, 2026, from 6:00p.m. to when public comment is complete or 9:00p.m., whichever is earlier.
INFORMATIONAL SESSION:
An informational session on the proposed permit will be held at Rockbridge County High School Auditorium, prior to the public hearing from 5:30p.m. to 6:00p.m. on April 23, 2026.

To obtain input from the public related to this project for DEQ to consider.
PERMIT NAME: 
Virginia Water Protection (VWP) Permit for Surface Water Withdrawal

PROJECT DESCRIPTION: 
Lexington Golf & Country Club has applied for a new VWP Permit, No. 24-2886, for surface water withdrawals for golf course irrigation. The permit will allow the applicant to withdraw surface water from Woods Creek, not to exceed 0.375 million gallons per day, and 9.0 million gallons per month. The annual withdrawal limitation will be set at 45.0 million gallons per year for the initial two years of the permit term and will subsequently be reduced to 30.0 million gallons per year for the remainder of the 15-year permit term. As a part of the modernization project updating golf course infrastructure and physical features, the proposed permit authorizes new impacts including 4.595 acres of palustrine open water, 0.142 acres of dredging  from an onsite water feature near Course Hole #17, ten linear feet of stream, and 0.09 acres of palustrine forested wetland. The activity proposed in the permit will affect Woods Creek and an unnamed tributary in the Maury River watershed. A watershed is the land area drained by a river and its incoming streams. 
ISSUES RAISED BY THE PUBLIC: 
The public comment period for the draft permit occurred from January 7, 2026, through February 6, 2026. Comments received during the initial comment period expressed concern related to water quality, construction activity, chemical contamination, downstream beneficial uses, riparian buffers, water withdrawal volumes, water withdrawal effects on aquatic life, chemical runoff effects on aquatic life, and exacerbation of drought conditions from water withdrawals during dry periods.
